On April 10 of the current year, a presentation of a monograph dedicated to the acquisition of contemporary history documents was held at the Archive of the President of the Republic of Kazakhstan. The event was attended by representatives of the academic community, deputies, and leading experts in the archival field. Among the participants was also Kuanyshev Zhapsarbay Ilyasovich, Doctor of Political Sciences and a scholar at the Institute of State History, who expressed his support. The presented monograph is a vivid example of the integration of archival practice and scholarly analysis. The work comprehensively examines the issues of acquiring state archives with contemporary documents based on the experience of the Presidential Archive. It also provides an in-depth analysis of both theoretical and applied aspects of forming archival collections. On April 14, 2026, a scientific seminar titled **“The People’s Constitution in the Context of the Historical Development of Kazakhstan’s Statehood”** was held at the Presidential Center of the Republic of Kazakhstan, organized by the research staff of the Institute of State History.

The scientific seminar was attended by representatives of leading mass media, political scientists, legal experts, and historians. Among the speakers were a well-known scholar, Doctor of Law, Professor of L.N. Gumilyov Eurasian National University Zh.I. Ibragimov, as well as researchers from the Institute of State History and the Kazakhstan Institute for Public Development. As the chair of the seminar, the Director of the Institute of State History of the Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan, PhD, Associate Professor N.S. Pusyrmanov delivered a report. He noted that the text of the new Constitution had been adopted through a nationwide referendum and had generally received broad public support. The main idea of the updated Basic Law is defined by education and science, culture and innovation. This represents a fundamentally important shift, demonstrating that the future of the state is determined not by mineral resources and natural wealth, but by human capital and the achievements of its citizens. According to the Director of the Institute of State History, another important direction is digitalization. In this regard, for the first time, the new Constitution enshrines a provision on the protection of citizens’ rights in the digital environment. The next speaker was the Deputy Director of the Institute of State History, Doctor of Historical Sciences, Professor B.G. Ayagan. In his report, the prominent scholar emphasized that the features of Kazakh statehood have been developing since ancient times. He was followed by Doctor of Law, Professor Zh.I. Ibragimov, who stated that the Constitution strengthens justice in a new society. Then the floor was given to the Chief Researcher of the Institute of State History, Doctor of Political Sciences Zh.I. Kuanyshev. According to him, the new Constitution adopted at the nationwide referendum is aimed at redistributing the powers of the branches of government and strengthening the mechanisms of checks and balances. The seminar was organized by the Head of the Department of Source Studies, Historiography and National History, Doctor of Historical Sciences, Professor G.M. Karasaev, who in his speech highlighted the positive impact of the newly adopted Constitution on enhancing the role of Parliament and increasing government accountability. The Chief Researcher of the same department, Candidate of Historical Sciences, Associate Professor T.M. Aminov, assessed the new Constitution as the fundamental law that shapes the political system of the Republic of Kazakhstan and has fulfilled its historical mission. The concluding report was delivered by the Director of the Institute of State History, PhD, Associate Professor N.S. Pusyrmanov. During the seminar, issues of continuity of the principles of statehood, their transformation, and their reflection in the modern constitutional system were discussed. The organizers of the scientific seminar were the Institute of State History and the Presidential Center of the Republic of Kazakhstan.

On February 13, 2026, a round table entitled ‘A Life Devoted to Education and Science’ was held at the Alkey Margulan Pavlodar Pedagogical University. The event was dedicated to the anniversary of B.M. Zhaparova, Candidate of Pedagogical Sciences, Professor, and Dean of the Higher School of Pedagogy. The jubilee meeting was attended by university leadership, faculty, young scientists, and students. During the round table, participants discussed B.M. Zhaparova’s significant contributions to education and science, her work in training pedagogical personnel, and her research achievements. The political scientists’ library has been enriched with a new monograph.

Scholars of the Institute of State History annually bring to the attention of higher education institutions the scientific monographs and conference proceedings they publish. 🔸On January 27 of this year, the Head of the Political Department of the Institute of State History, Doctor of Social Sciences V.А. Zheksembekova, met with the faculty of the Department of Political Science and Political Technologies at Al-Farabi Kazakh National University and shared the works published by the Institute. 🤝Within the framework of the meeting, the Dean of the Faculty of Philosophy and Political Science at KazNU, Candidate of Philosophical Sciences, Associate Professor B.B. Presentation of the monograph “The Honorable Son of Alash Shot in the Urals – Khasan Nurmukhamedov”at the Institute of State History

On November 3, 2025, the Presidential Center of the Republic of Kazakhstan hosted the presentation of a new monograph by the Leading Researcher of the Institute of State History, Candidate of Historical Sciences, and Associate Professor Dametken Dosmukhamedkyzy Suleimenova, titled “The Honorable Son of Alash Executed in Oral – Hasan Nurmukhamedov.” The event gathered representatives of universities and research institutions, including Professors O. Ozganbayev, A. Ismakova, T. Zhurtbai, Deputy Director of the Presidential Center, Candidate of Historical Sciences B. Muttakhidenkyzy Kaiypova, and other distinguished guests. During the presentation, Dr. A. Ismakova, Professor at Nazarbayev University, and Dr. K. Sarsenbina, Director of the Astana branch of the Sh. Ualikhanov Institute of History and Ethnology, shared their insights, warmly congratulating the author and praising the scholarly significance of her work. An international scientific and practical conference titled “The State Sovereignty and Independence of the Republic of Kazakhstan: History, Modernity and New Facets of Development” was held in Astana.

Today, an international scientific and practical conference titled “The State Sovereignty and Independence of the Republic of Kazakhstan: History, Modernity and New Facets of Development” was held at the President’s Center of the Republic of Kazakhstan. The event was co-organized by the President’s Center of the Republic of Kazakhstan, the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Institute of History of the State, and the Scientific Research Institute of the Study of the Ulus of Jochi. The conference was attended by deputies of the Parliament, representatives of state bodies, prominent state and public figures, leading domestic and foreign scientists, and experts. The plenary session was moderated by the Minister of Science and Higher Education of the Republic of Kazakhstan, Sayasat Nurbek. Welcoming remarks were delivered by: Nurtore Zhusip, Chairman of the Committee on Socio-Cultural Development and Science of the Senate of the Parliament of the Republic of Kazakhstan; Snezhanna Imasheva, Chairman of the Committee on Legislation and Judicial-Legal Reform of the Majilis of the Parliament of the Republic of Kazakhstan; Sarangua Radnaaragchaa, UN Resident Coordinator in Kazakhstan; Kairat Sarybay, Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) and Ambassador. State and public figures Altynshash Zhaganova and Alikhan Baimenov shared their memories of the formative years of independent Kazakhstan. The second part of the conference was moderated by Bakytzhan Temirbolat, Director of the President’s Center. The Director of the Institute of History of the State, PhD Nurbek Psyrmanov, presented two new scientific monographs prepared by the Institute’s team. Presentations were also made by: Nuriya Niyazova, Deputy of the Senate of the Parliament of the Republic of Kazakhstan; Sagila Nurlanova, Director of the National Archive of the Republic of Kazakhstan; Maria Zhukovskaya, a scholar from the University of Bialystok (Poland); Natalya Pan, Director of the Institute of Parliamentarism; Aliya Masalimova, Vice-Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan. The participants emphasized the relevance of interdisciplinary research on the formation and evolution of the ideas of independence and state sovereignty. The discussions focused on improving the structure of the state, democratizing society, and strengthening spiritual and moral values. Particular attention was paid to the need to instill in youth the principles of “Law and Order” and “Independence and Patriotism” as key foundations for the country’s sustainable development. Following the conference, the participants called on the scientific community to continue studying archival materials and to comprehensively examine the historical content and significance of Republic Day.
A researcher from the Institute of State History delivered a presentation at the “East – West” conference in Bulgaria.

From October 6 to 8, 2025, the Head of the Department of Eurasian and Political Studies at the Institute of State History participated in the international scientific conference “East – West: Synergy of Scientific Knowledge” held in Sofia, Bulgaria. The forum served as an important platform for scientific dialogue, bringing together researchers and educators from various countries. The co-organizers of the conference included Sofia University “St. Kliment Ohridski,” Samarkand State University named after Sharof Rashidov, and Bukhara State University. The main goal of the event was to give new meaning to the development of science and education by reinterpreting the legacy of ancient philosophical treatises in the context of contemporary scientific debates and dialogue between East and West. During the conference, participants discussed a wide range of current issues, including the integration of science and education, their role in shaping modern society and culture, and the impact of new technologies on the development of the humanities and natural sciences. Special attention was paid to innovative approaches that open new horizons for scientific research and educational practices. On October 7, V.A. Zheksembekova met with the Vice-Rector of Sofia University “St. Kliment Ohridski,” Ms. Madlen Danova. The meeting focused on prospects for further cooperation between scientific and educational institutions, as well as issues of joint research. Both sides expressed interest in strengthening academic ties, emphasizing that this would foster intercultural dialogue and promote interdisciplinary studies. As part of the visit, meetings with leading scholars of Sofia University are also planned to discuss areas of scientific cooperation, participation in joint conferences, and academic publications. A protocol meeting with the Mayor of Sofia is also expected, during which the parties will discuss cultural exchange and expanding international cooperation in the humanitarian field. Participation in the “East – West: Synergy of Scientific Knowledge” conference marked an important step toward strengthening international academic cooperation, expanding the horizons of research, and promoting Eurasian scientific thought within the global academic space. Such events contribute not only to the exchange of knowledge but also to the creation of a unified intellectual space in which East and West are seen not as opposites but as complementary parts of a shared cultural and scientific process.
The Constitution of Kazakhstan is the source of our state and society

This year, the people of Kazakhstan celebrate the current Constitution for the 30th time. The main feature of this document is that the directions of formation of the legal, democratic, social state, spiritual and political diversity of society, establishment of market relations are fully consistent with world requirements. As the head of state K.-zh.Tokayev said at the international conference dedicated to the 25th anniversary of the Constitution of the Republic of Kazakhstan in 2020: “the Constitution laid a solid legal foundation for our independence. Man and his life, rights and freedoms were declared the most precious treasure of the state. The principles of territorial integrity of the country, social harmony, political stability, the rule of law and democracy are clearly reflected in our main document.” Kassym-Jomart Tokayev noted that the content of the Constitution is being improved and updated in accordance with the requirements of the time, it is a legal phenomenon. Today, the image of the whole world is changing. During this period, Kazakhstan is developing rapidly. Therefore, in accordance with the new situation, additional legal mechanisms and norms are being introduced into the text of the Basic Law. During the quarter-century of the adoption of the basic law, three constitutional reforms were carried out. Civil society took a large part in this work [1]. But all of them were implemented only by decision of the Parliament. And the peculiarity of the fourth constitutional reform in 2022 is that it is implemented through a nationwide reform. According to Kassym-Jomart Tokayev, the national referendum was successfully held on June 5, 2022. Our citizens took an active part in the voting. He went with his family and showed that he was not indifferent to the future of the country. He expressed his desire for real change and a comprehensive revival. He noted that he hopes and believes that the future will be bright. It is clear that our country is ready to step into the future with unshakable unity. The results of the referendum are known to everyone. “Many supported my initiative to amend the Constitution. I would like to express my gratitude to all the citizens who took part in the voting. Thus, the historical period of the country’s development began. There was a new model of government of the country. That is, we began to create a Second Republic” [2]. The president summed up his opinion: “the most important thing is that over 30 years we have signed many international agreements on behalf of our independent country – the Republic of Kazakhstan, we have established our state borders… We will build a new Kazakhstan as a whole. This is not an easy task. Our people need to adapt to a new life. The consciousness and values of our people must be radically updated. Then a new quality of the nation will be formed. In a word, our entire country will be renewed” [2]. According to the state adviser of the Republic of Kazakhstan Yerlan Karin, on the basis of the amendments to the Constitution, a large-scale political modernization of Kazakhstan is expected. According to him, the amendments to the Constitution are of fateful importance for our country. The constitutional reform is a logical continuation of the entire political reforms of the president since 2019, the draft constitutional amendments are based on the requests of citizens and are being implemented in the interests of the entire society. “Leading scientists, lawyers worked on the project. Perhaps for many of you it will be difficult to immediately see the difference between the old and new versions of the Constitution. Therefore, we have divided all the changes and additions into five major blocks, each of which will answer the main question of what will change in the updated constitution” [3]. The first block of amendments provides for the final transition from the Super-presidential model to the presidential republic. “Firstly, the president will not be part of any political party during his term of office. This ban applies to the chairmen and judges of the Constitutional Court, the Supreme Court, other courts, the chairman and members of the Central Election Commission, as well as the Supreme Audit Chamber of the Republic of Kazakhstan. The advantage of the amendment is to strengthen political competition and create equal conditions for the development of all political parties. Secondly, close relatives of the president will not have the right to hold the positions of civil servants and heads of quasi-public sector entities. Thirdly, the president also does not have the right to dismiss mayors of districts, cities and rural districts. The second block of amendments is aimed at redistributing the powers of a number of authorities. “First, the presidential quota in the Senate has been reduced from 15 to 10 deputies. At the same time, five of them are represented by the assembly of people of Kazakhstan. Secondly, the Senate may approve candidates for the post of chairmen of the Constitutional Council and the Supreme Judicial Council, which are introduced by the President. Third, the Constitutional Court was established. The Constitutional Court consists of 11 judges – four more than before. Its composition is formed as follows: 6 judges are appointed by the Parliament and four judges are appointed by the President. At the same time, the head of state appoints the chairman of the Constitutional Court with the consent of the Senate. Fourth, the Accounts Committee for control over the execution of the Republican budget was reorganized into the Supreme Audit Chamber. Its chairman reports to the deputies of the Mazhilis twice a year. Such a measure will expand the control of the budget by deputies. The third block of amendments deals with increasing the role and status of Parliament and its chambers. The State Councilor reminded that the quota of the assembly of people of Kazakhstan will be transferred from the Mazhilis to the Senate and reduced from 9 to 5 deputies.
